Harare, July 31, 2024 — In a stunning development, Zimbabwe’s Anti-Corruption Commission (ZACC) has escalated its pursuit of Zanu PF businessmen Mike Chimombe and Moses Mpofu. These two individuals, already languishing in remand prison for their alleged involvement in a US$7 million Presidential goat scheme, now face an additional charge related to a staggering US$9.2 million fraud case. The new allegations involve Harare City Council town clerk Hosea Chisango and five other accomplices.

The heart of the matter lies in a council tender issued earlier this year for the rehabilitation of Harare’s deteriorating streetlights. Chimombe and Mpofu, in their audacious bid to secure the contract, submitted fraudulent documents. Their financial report bore the signature of a fictitious firm, and they falsely claimed to have successfully executed similar projects for the council in the past. The tender was allegedly awarded on the strength of these documents, highlighting the ease with which the duo manipulated the system.

The scandal extends beyond the businessmen. ZACC’s investigation has revealed a network of corruption within the Harare City Council. The town clerk, Hosea Chisango, alongside five other council members, has been implicated in the fraudulent scheme. They are accused of facilitating the tender process and accepting bribes to ensure the contract went to Chimombe and Mpofu’s company.

The arrests in June sent shockwaves through Zimbabwe’s political and business circles. Despite their relentless efforts to secure bail, the Magistrates Court has steadfastly denied their release. The High Court now holds their fate, as the nation watches closely.

This case comes at a time when Zimbabwe is grappling with a crippling economic crisis. Public infrastructure, including street lighting, is in dire need of repair, making the alleged misappropriation of funds even more egregious. The streetlight rehabilitation project was intended to improve safety and security for Harare’s residents, who have long suffered from the effects of neglect and mismanagement.

The ZACC has been under pressure to demonstrate its effectiveness in combating corruption, particularly within the ruling party. This case, involving prominent figures like Chimombe and Mpofu, is seen as a litmus test for the commission’s ability to tackle graft at the highest levels. There is widespread public frustration with the perceived culture of impunity that has allowed powerful individuals to evade justice for so long.
